[Milsurplus] Project HARE - whazzit?

So what was the Navy's HARE communications system? The only things I have
found so far is the number of a 1958 contract (NObsr-75587) to Sylvania for
Project HARE Type No. 1 Receiver, plus the job description below.

Was this related to the FRD-10 Wullenweber systems? Or?

1959 Navy Enlisted Classifications
ET-1523 HARE Maintenance Technician
Maintains and repairs specialized communications transmitters, coders,
receivers, and decoders employing electromagnetic principles. This code may
be assigned or revoked only by specific authority of the Chief of Naval
Personnel.
