NDBs operating today are under FAA control as always.  But they are 
being decommissioned at a too-rapid rate, and nobody seems to care or 
understand the value of having backup technology.   With the exception 
of Canada it seems, who is reducing the number but still seems committed 
to the blowtorch beacons that have much higher operational costs.

I proposed hams or experimental radio groups take them over and operate 
them as a public service/hobby, perhaps under experimental licenses on 
another list but there wasn't much interest.     It would be nice if the 
national organization for amateur radio were to see this as an opportunity.
