Ray's 3 kW gen-set has a "moving vane" or "vibrating vane" frequency meter on it, and in 
my experence, they are pretty accurate. 

His vidoe shows it operating and the read-out indicates that the output is very close to 60 
Hz. I really doubt that a clock with a second hand would enable one to get it any closer.
