I tried to cover its use briefly at 
http://aafradio.org/countermeasures/ART-2.html , Hue.  It was mentioned 
in the 1946 NDRC compendium on Division 15 that covered WWII 
countermeasures technology efforts.  This somewhat arcane device was 
intended to be used when the ART-2 needed to be connected to the short 
wire HF antenna on carrier fighter aircraft, to jam Japanese tactical 
comms in the 21-50MHz band.

If you have an AN/ART-2 jammer, then you absolutely need this to 
complete the set.  On the other hand, it still makes a beautiful antenna 
transfer relay from that era!
