[Milsurplus] [ARC5] Strange signal on ~3595 kHz

"A few weeks ago, a number of users DFed take source of an extremely 
wide and strong source of broadband interference centered on 3900 kHz 
that persisted for most of a weekend to a location in State College PA.  
Several complaints and the results of the DFing were filed with the 
FCC.  At about 0900 on the Monday after the weekend, the interference 
abruptly stopped and has not returned."

Certainly just ONE person in the area drove by the location, or someone, 
somewhere on the planet checked it out on google maps, before even 
filing a complaint...?  Something as big as what's described, I'd 
imagine it would be surrounded by vehicles with receivers in them, 
people taking pics, videos, and name, address, and phone number 
associated with it posted all over the web, and forums, or are people 
just not so gung-ho nowadays?
