[Milsurplus] [ARC5] Strange signal on ~3595 kHz

I haven't heard it here in MA near Boston, but my background noise level is 
always over S9.  I do have a tunable portable DF loop but would have to bring a 
packset somewhere RF quiet when the station was transmitting.
