Ray, when with your tx xtal installed, and tuning the output coil, at no point does it oscillate ? This tuned circuit has to be tuned a little on the high side of the crystal to start
reliably, right ?
What about the fix some others have mentioned, a few pF from grid to plate, like even a gimmick cap ?
I think worst case, maybe you could wire the tx osc as an ECO Colpitts like the tube crystal tester circuit Jeff submitted recently, or like:

I see the TCS uses the same tube but in Colpitts osc.
