[Milsurplus] BC-348 Power Supply Open

Redesigned a regulated power supply, a 5th generation design, for use in 
my BC-348 sets.

Added over voltage, and short protection.  I wrinkle-texted my 
transformer end bells }

This is a first, Circuit Open, even though wire was soldered. 
Re-Soldered the joint all is well.
