My bet would be clueless, Mike.  All he had to do was google the 
"TS-164/AR" on the front cover and the first result is 
http://aafradio.org/docs/TS-164.html

As frequently encountered, the rear compartment has been swept clean of 
the essential parts outlined in my web article on the set above. No sign 
of the calibration charts for the BC-221, either. :-(
