My guess is that whoever drilled out the six rivets was intending to shorten
it but only got past step 1 before the project cratered.

How strange. They drilled out the rivets holding the side rails on top and
reassembled the thumbscrews to the shock support. No apparent attempt to
add holes to hold something else. Below is a photo of one of mine as it was
originally built.
