Yes, it simply means the buyer doesn't accept that method, OR, you are 
paying someone out of the country, or the money is being transferred out 
of the country to someone the Feds are watching due to association with 
drugs, money laundering, terrorism, et cetera. I ran into the same 
issue, with many sellers, spoke with friends in the financial industry 
and got the inside info on the issue neither ebay, nor PayPal will tell 
you.  When the page bounces back to you, if working properly, it has 
done so with an accepted payment method selected, and you should just 
continue with that method.  If you aren't aware of the issue, and try to 
re-select, it will loop back again.  Being a seller in the US doesn't 
change this, as many sellers have outside connections, or sources for 
materials.  If you are fortunate enough to be able to see the 
verification process in the background, you will see your transaction 
routed through a "fedauth" (Federal Authorization) system between 
hitting "Pay Now", or whatever it is, and the "Payment Completed" 
notification.  I forget the name of the surveillance program now, but 
they really kicked it into overdrive about a year ago.  Somewhere around 
here I have screen captures of the Fed system screwing up and exposing 
itself before they made it "transparent" to users.
