[Milsurplus] Connect to NSA Surveillance Van ?

"One SSID is FBI Surveillance Van and the other is DHS Surveillance Van."

I've gotten the FBI Surveillance van throughout Nevada, in most large 
towns/cities, even out in BFE within nothing in sight, for about two 
years now.  If not legit, it's widespread, high powered (out to miles), 
and everyone seems to be in on the gag.
