I was not aware of any military radio Photofact manuals. Funny to note the April Fools date of this manual and the two signatures in the front matter; W.I. Bull and A.G. Mumma. I can imagine the teasing they must have endured, especially the latter gentleman!
It's worth pointing out that the FRR-23 is not an exact copy of the earlier SRR-13, despite the family resemblance and similar frequency range. The Antenna and RF modules are very different. Perhaps all of the other modules are interchangeable between the two receivers, but not so with these two. Other modules use different subminiature tubes and programming links but I don't know if this is significant and prevents a module from working in either receiver.
Besides the elimination of the vacuum tube diodes and the 6X4 rectifiers which seems to be an authorized Navy mod, I changed the power supply primary transformer tap from pin 1 to pin 6. This drops the tube heater and B+ voltages about 5% with no noticeable affect on receiver performance. Runs a bit cooler and hopefully lasts a bit longer!
Despite all of the bad press about soldered-in subminiature tubes, the only tube replacement that has made any difference at all in the receivers I have worked on was when a filament was found to be open!
If anyone needs any bit and pieces, I have scrapped a few of these receivers that suffered from fire damage, so there are some parts available.

NAVSHIPS 92977 is indeed a Sams Photofact for the AN/SRR-13A HF receiver.It has interesting removal/replacement photos/info as well as troubleshooting/alignment in typical Photofact style.
