[Milsurplus] RAL Band 7 Issue

I need some help in diagnosing a problem. The schematic is at page 56 of the attached manual.
Issue: the lower 6 bands work great, but not so much bands 7-9. Band 7 is dead. Bands 8 and 9 work but have low sensitivity. The upper three bands share three common coils. 
Suspect: C-142, a 510 pf mica decoupling cap, comes into play only when Band 7 is used. It's located at the rear of S-111, a bandswitch wafer. I suspect it because it seems to be the only component used on Band 7 only. 
Questions:
    1. Would a leaky, shorted or open C-142 produce my symptoms?

    2. Is there an electrically equivalent point where I could connect a replacement? C-142 is located at the rear of the bandswitch in a very inaccessible place. I can probably get a needle-nose pliers in there and disconnect one lead, but I don't see how I could get in there and replace the actual cap.
