Also, have you been able to determine the shorting mechanism? The voltage is so low there
that that would never have been the cause.
Maybe "sliver mica disease", with whiskers of silver growing and bridging the mica?
You would probably need a low-power microscope to tell, though.
It's good that you replaced them all.
