[Milsurplus] Unknown variable capacitor ?

This is an unused variable, 5 gang, high quality; marked " 5910-626-5169 ".  So what is it out of ? R-808/ GRC-14 ?
What say ye?
Second, what repurpose use? Antenna tuner ? Parallel 2, series with parallel 2, for low power loop antenna?
