*cloud base 800 feet, 10/10ths, visibility one mile, rain, clear ice 1,000
feet *

Cloud base at 800 feet means the cloud ceiling is at 800 feet above the
ground. Clear ice is a type of ice that accumulates on aircraft between 2
and -10 degrees Celsius and is dangerous to fly through. This report is
saying that you can expect to start accumulating clear ice at 1000 feet.

That's from my son who is studying to be a pilot in highschool.
