I can't speak to the installation you showed, but there was a coax-fed
ground plane antenna for use with TBY for small vessels like landing
craft.  I might have paperwork on it deep in my files if anyone is
interested.

I once had a TBY -(?) and it had a coax fitting that I used to feed various
mobile whips and mast-mounted ground planes on 10 meters.
