[Milsurplus] MAB antenna question

i have some apoarently unissued MAB antennas and they are pscked 2 to a wrap. I'm guessing
that means these were spares stock. Also i noticed some apoarently unissued are already marked wuth frequency. Are there any conclusions to be drawn from that, or not really ?
