[Milsurplus] [ARC5] NIST FY 2019 Budget Would Eliminate WWV and WWVH

We must also speak to the importance of the core work of NIST in performing
fundamental measurements and disseminating that information.  NIST has been
requested to substantially cut its budget, not specifically cut WWV.  In
response NIST has reviewed its programs and in order to protect its core
work they took the knife to WWV.

So our response should be two-pronged.  Implore NIST to keep operating WWV
while also imploring the administration to respect the importance of
fundamental science.  The NIST budget isn't the only science budget that
has been under attack.  It seems that science sometimes publishes
information that can be at odds with the policies of the government.  This
inconvenience has led to budget pressure.
