The last ART-13 I refurbished, you could connect an Ohmmeter to ground from one side of the chassis to a ground on the other side and it would read 1300 Ohms. Hi-Z grounds are, in my experience, becoming as big an issue as bad caps.
Take an evening, put on some relaxing music, pour an adult beverage, remove all the covers and modules, then go inch-by-inch through the transmitter, working-over all the Ground points like screws, etc. you can find. Most screws need only a slight "tweak" to break oxides from between the hardware and chassis ground. Stubborn ones can usually be tamed with a drop of De-Ox-It. It's tedious, but "your patience will be rewarded."
