[Milsurplus] Whatsit ? Name it and claim it.

I found this item in my connectors box. It's somewhere buried in a box still in my van right now, so I don't have the exact measurements,
but I guess around 6-8 inches. I don't recall the Chinese handcuffs of my childhood days being built to this standard. So what is it?
Can you use it, does it go with something you have?
