[Milsurplus] Odd choice of xtal frequency?

I think someone had an otherwise useless crystal from a military crystal kit, and a receiver of little practical usability, and
put the two together for a broadcast channel in the 49 meter broadcast band, back while the band was still crowded with
signals.
