Since it has an owner's name, and a specific date, I think we can assume this was his personally owned equipment,
used where he worked or was stationed. The date, maybe when he started work there, or less likely, when he 
acquired the key. You could, if you really wanted to, investigate the name. I have found the national "Death Register"
real hard to work with, but maybe that's because I'm not familiar with how to use genealogy resources.
