Doesn't that look like a tuning dial in the upper part of each unit, top and bottom?  An opening in front panel type thing, kinda like the TCS.
Looks to me like 3 bands. 
The lines to the side remind me of the tuning window markings on a Bendix radio, RA-1. 
I also tend to not think it's VHF. Doesn't 3 meters on the transmitter part, plus all the knobs, seem like kind of a lot for VHF ?
I imagine the first top line of the nameplate reads "Radio Set" but even with my new glasses, I'm not sure.

The big receiver in the center looks like an RAB.
