I don't think so, Dave.  That padder is component C-60.  The A.R.C. part number for C-60 in all MF/HF ATA, SCR-274-N, and AN/ARC-5 transmitters is 4990.  The one Hue shows is part 7924.  I've never seen one like Hue's before.
