[Milsurplus] Equipment identification

Referring to the photo I have attached, can anyone tell me the identity of
the blue colored piece of equipment on the shelf above the Collins 51J-3
(military R-388 receiver)?

It has been suggested it is the control panel for a low frequency radio
range system that followed AN/GRN-1 and AN/CRN-11.
