You are absolutely right. I looked at the ATR-11 system schematic. The output is coax  cable to the main unit, which incorporates a switch into the first IF.
I wish I had some graphic of where in the plane the ATR-11 was placed, but…I suppose we'll never know that now.

The tuner in your photo that is marked for use with the ATR-11 appears identical to the one I have for the AR-15, at least externally. The one I have uses one each 12SK7 and 12SA7 tubes, indicating RF and oscillator/mixer stages only. I would assume the output is fed to the 1st IF stage in the AR-15 receiver or possibly just straight into the antenna stage. The Amphenol connector on the back of my tuner has the same pin configuration as front panel connectors on the ATR-11. It seems reasonable that identical or at least very similar LF tuners could have been used for both radio sets.
