No.  The first TBW was built in 1940.  The first TDE didn't come out until 
1942.  However, they were both built by Westinghouse.  

The GO, which is the set most like the TBW, was first built by Hygrade 
Sylvania in 1933.  However, Westinghouse did build the GO-3 and the 7, 8 and 9, 
the latter three all in 1940.  

They also built the GP-3 through GP-7 (another 800 cps set)   But it was 
originally designed by RCA in 1937.
