It's a homemade audio switch panel from an office or factory - look at 
the labels "FM", "Spkr" etc.   The "deviation" meters evidently measured 
audio level in various parts of the plant.

I doubt it had anything to do with the "milatery"., or any kind of ship 
either ;-)
