[Milsurplus] Brouhaha over Navy ROTHR radar

I read this story earlier this year. The Navy says the wind farm won't interfere with their ROTHR so what is the fuss?
If it did can't they relocate their RELOCATABLE OTHR?
I visited Block Island a couple of years ago. There was a radar set up by the Block Island Lighthouse. Upon examination it was set up to monitor the bird migration since they were proposing to build a Wind Farm off the coast.
The Wind Farm was just completed so I guess it isn't detrimental to the bird migration.
