Carrier current didn't tend to get in trouble as often, as the range is limited much more for equivalent power level in free-air antenna.
There was one carrier current station in Seattle around 1977-1978 that were told to cease and desist, after their soliciting businesses 
to run advertisements raised their profile too high.
