SECAS (Ship Equipment Configuration Accounting System)was a inventory
validation program in the Navy.
See
<http://navyadvancement.tpub.com/14144/css/Integrated-Logistics-Overhaul-Ilo-101.htm>
We had to inventory all of the equipment in our division against an
inventory list.
This was used to ensure that we had the equipment on board to complete
our mission.
When a piece of equipment was inventoried a SECAS sticker was placed on
the front panel of the equipment.
The stickers that we used were metallic and round, about 3/8" diameter
and said validated and, I think, the year.

I would guess that this was an inventory validation sticker for Alida FD.
