[Milsurplus] Hacked BC-474 question ?

I bought a real hacked BC-474 for parts. There are some oddities which may indicate someone's project was never finished.
The VFO was changed to a crystal osc. The output was changed from tapped coil to pi-net. There is a "universal output
transformer" in the transmitter area, but it's not wired at all. The new wiring and parts installed are neatly, professionally
done, but the front panel is a real mess.
The crystal installed was 5287.5 kHz. What I am wondering is, was this an HF air-ground frequency, maybe for Alaska service?
I can't imagine what this rock was in there for, otherwise. Maybe this conversion was started as a ground set for bush pilot
use, or for logging camp communications, and then given up on?
I got my money's worth, anyway. I needed the RF ammeter and cabinet for another one I have that I got maybe 30 years ago
from Tony Grogan, as a parts junker only, but has an unhacked circuit and front panel.
