It is a VHF rod antenna for 100 to 156 MHz, although I don't believe it can be so broadbanded as the wide mast VHF antennas like the more commonly used (ny both USN and USA) AN-104-* or AN-74.

It and the AN-104-* are listed as suitable VHF antennas in the AN/ARC-5 VHF Components Maintenance Handbook AN 08-10-195.  It could have served any VHF communications set (AN/ARC-1, AN/ARC-3, AN/ARC-4, SCR-522-A etc.), though probably not as well as an AN-74 or AN-104.

The AT-8/AR looks like a longer version of the AT-5/AR that served the 246 MHz AN/ARR-2 "ZB" homing receivers.
