Interesting, perhaps this aircraft is just one big storage locker?
Standard Aircraft Characteristics for the B-36J does not list either the ART-13 or BC-348 under electronic equipment. See:

The ARC-21 is listed as the Liaison Radio and both the remote control and the RT unit for the ARC-21 can be seen in the panoramic photos.
R/T unit is here: http://www.nmusafvirtualtour.com/media/062/B-36J%20Tail%20Turret.html Straight ahead, down the tunnel on the right, the R/T barrel can just be seen as a silver arc with one of the three handles showing.
Control unit is in the panel just to the right of the BC-348.Jim
