Well, you’re right that the transmitter was to be “channel & volume” only for the user.
( Actually, some radios had a front panel knob to peak the antenna loading coil, via a smaller coil with a few taps on it. Turn for maximum bulb brightness – remember that ? )
I always thought it was First Class license to tune up the boat radios, but i may be wrong, i was only in the late, “aftermarket”, when the stuff was dumped ( figuratively AND literally ).

Don’t know why but when I think of the old days of HF AM Marine I think of the AN/URC-7 Thought the rules were a lot like the rules for land mobile at the time where you had to have at least your second class ticket to install or tune the radio and as such all elements of tuning, antenna matching and frequency control had to be blocked so the operator was not able to touch it?  That precludes just about all the old military stuff from being treated as type accepted radios in that application. But then also remember a thousand years ago when I got my 3rd class license I also got the broadcast and marine endorsement and wonder if you had a third class ticket if you were then allowed to adjust the PA of the radio? On the back of the old third and second class ticket they have a place where you can enter the name of the ship or station you were working at. Anyone else remember that?
