I just realized that I don't know exactly what you've been describing when you say that the frequency shifts, say, 3 kHz when the key is closed. Does that mean that the frequency then remains at that 3 kHz offset for as long as the key is closed, and returns to the proper frequency when the key is opened? Or do you mean that the frequency shifts by 3 kHz, followed by a return to the proper frequency as the key is held closed? Or something else? If the frequency returns back to the proper frequency while the key is closed, how long does that take?
I assume a separate receiver is detecting those shifts, since the BC-9-A has no sidetone when it's keyed.
Knowing that sort of detail may help figure out what is hoing one.
