Dang, maybe i'll redraw the schematic for myself today, instead of working this silly N.Y. Times puzzle.
Sure looks to me like the B+ for the RF stage stays at 120 volts, and the 2 audios work at 40 volts, with
NO B+ change during R/T.  You are grounding the - junctions of the batteries, yes? Repeat, NO B+
change during RT. 
It is not reasonable to assume there is a mistake left as a mistake in the Army schematic.
Dave, check your power wiring. 

The only TR switch is the key, so you close the key to receive, yes?
