[Milsurplus] pp4763a problem

Do you have the incoming line filter A6FL1 present in your supply? 
That's the only thing that would show up on your ohmmeter with the 
breaker off as you describe.  Bypass it and try again.

BTW, the only manual worth anything seems to be the TM 11-5820-765-34 - 
it's the only one of the three that has a schematic.
