[Milsurplus] AC supply for TBY, more

Not that it makes a lot of difference but I would say that P.H.N.Y, is more 
likely to be Pearl Harbor Navy Yard.  Philadelphia is more commonly 
abbreviated as PHILA.  And for single letter abbreviation, it would be P.N.Y.
