You could try XMODEM running on top of DOSBox.
DOSBox runs on modern computers and emulates a DOS environment. I have used
it and it works
very well. It allows you to run DOS programs in the modern computer.
XMODEM'S Wikipedia article tells you all you need to know about handshaking
and transfer protocol.
I still run a 1998 Compaq Presario with PCDOS 7.0 on it. Have written quite
a few DOS programs,
including my own serial port bi-directional interface for packet radio
which works exceedingly well.
