That is true.  GPS is surprisingly easy to alter or jam, and it's done 
all the time.  Skilled trades people are being disrespected and 
harrassed by being tracked at their work by sniveling hyper controlling 
supervisors.  GPS jammers are not difficult to find, I think most of 
them  do not transmit anything, but interfere by throwing a dipole on 
GPS frequencies in and out of resonance, causing severe multipath 
interference without interfering with data and telephone calls. The ones 
for blocking employee cell phone and company truck trackers are normally 
only effective when close to the antenna. Those that transmit a signal 
can be very dangerous, one of them  prevented a sea port from operating 
for a few hours until the truck causing the spoof was found and the 
device shut off.
