It makes following your work easier. 
I've seen that "decal with lacquer" before on things
that have been modified at depot-level.  You may
be on the track with your theory that this unit was
customized for RTTY.

"Customized:"  
That's when the military or OEM does it.
"Hacked," "Whacked," "Ham-mered" etc.
That's when we do it.  :-D  :-D
