[Milsurplus] Paint removal on TV-10C/U

I just acquired one of these testers at a yard sale Get this for 50 dollars it was claimed to work but the previous owner now SK removed the 83 rectifier tube for some other project. anyway while i have the Chasis out replacing that tube.some Bubba painted the casing a ugly bright green..... Looks like simple cheap spray paint I scraped some off to see the lettering it is a TV-10C/U also the plate has been removed and lost.anyway some one must have done this before anyway to remove the cheap spray paint without removing the original Paint?thanks for any help.Jim
