It's a good question, Hue.  Looking through my photos, it seems obvious 
that the receiver wasn't always in an installed position to have the 
front panel accessible to the pilot or copilot, especially in one or two 
place fighters and fighter/bombers.  Often it was to the right of the 
pilot and the tuning head on the fuselage at right angles to the front 
of the receiver.  See attached photo of the SNJ-4 in the NASM storage 
facility.
