Woodpecker (OTH Radar) on both 40 and 20. I hear it periodically on 7052 or 
thereabouts and on 14115 or thereabouts."

Considering it shut down decades ago, that's quite the feat!

Perhaps you're hearing one of the currently dozens to hundreds of other OTHR 
signals heard across HF and VHF daily?
