[Milsurplus] [ARC5] Really Spooky Signal on 20 Meters.

You might be encountering the singal from a HomePlug device.  We have
detected that where I live, coming from a house that has Cox HomeLife
service (sign in the front yard) and from one that has Protection1
service (likewise sign in the front yard)

One implementation of Home Plug is a pair of wall warts that you can
buy at Best Buy and other places for extending your in-home Ethernet
connection, transmitting RF over the power wiring.  Now it seems that
the cable and security companies are rolling out this new service and
using HomePlug technology to do the networking, so they don't have to
string wires.

We found that the signal is pulsing, about 30 ms time between pulses, and 
the ham bands are notched out.  But the rest of the HF band 1.8-30 MHz
is being interfered with.  And now they have a new version that will also
interfere with the VHF band.

Google for HomePlug Alliance, also google Cox HomeLife, and also look
on RSGB's for a document named EMC14-final.pdf.  (I could attach it, but
