[Milsurplus] Gray BC 1000 ??

Good Day all

 I've had these gray BC 1000's for some time and wondered why they were painted gray.

Were they for the Navy or some other special use. The s/n on the data plate is odd , at least to me as it's "6613 SF"
What's odd is the "SF" . I had been told the SF meant Special Forces , but seriously doubt that. 

I live here in the San Francisco Bay area and wondered if it meant San Francisco but in what connection to the City.

I've heard of other gray 1000's out there but never why they were painted gray. I somewhat doubt is was a Navy
Post war repaint or even if it was connected with the Navy.

Anyone know why the gray painted BC 1000's ??
