[Milsurplus] WW2 South Pacific? radio photos

I was very surprised to the see the leggings in a photo dated 1944 and the Pacific theater besides. 
Wiki sez the U.S.Army replaced them with the combat boot in 1943, but Marines kept them and
used these even in KW.
I'm sure they were no fun to wear in hot weather, such as in North Africa, Italy, or the Pacific area.
My father said that if Patton saw you not wearing yours at inspection ( this in 1943 ), it was a $25 fine.
$25 for each uniform item that was out of regulation. $25 was something like a grunt's monthly pay.
